President & CEO
Since 1994, Hugh Grunden has headed Easton Utilities and is currently its President and CEO. He holds a Bachelor of Science in Civil Engineering from University of Maryland, College Park and is a Registered Professional Engineer in the State of Maryland. Mr. Grunden holds a Master of Business Administration degree from The Johns Hopkins University. Mr. Grunden has been with the Town and Easton Utilities since 1983, during which time he has served as the Town Engineer along with various positions within Easton Utilities. Mr. Grunden has served on several Governor's Task Forces, including in 1997, the Advisory Group for Electric Industry Restructuring in Maryland.
Paul Moeller
Senior Vice President of Finance & CFO
Paul Moeller oversees all aspects of Easton Utilities’ financial management. Mr. Moeller previously held management positions at a large utility company and a $5 billion financial services company. Mr. Moeller graduated from the U.S. Coast Guard Academy with a B.S. in Management and later earned an M.B.A. in Finance from The George Washington University.

Geoffrey F. Oxnam
Vice President of Operations
Geoff Oxnam is responsible for ensuring that Easton Utilities continues to meet the operational goals necessary to provide safe, reliable and competitively priced services. Mr. Oxnam earned a Bachelor of Arts degree from Williams College and a Master of Business Administration degree from The Johns Hopkins Carey Business School. In addition to his work with Easton Utilities, Mr. Oxnam currently serves as Treasurer of the Maryland Broadband Cooperative's board of directors and is a member of the Leadership Maryland Class of 2010.

Tracie T. Lahman, CPA
Controller
Tracie Lahman manages all activities of the Accounting Department. She graduated from Salisbury State University with a BS in Accounting and is a licensed Certified Public Accountant. Ms. Lahman brings experience in both Public Accounting and private industry.
Arnold R. Boughner, Jr.
Electric Department Manager
Arnold Boughner is responsible for all aspects of the operation and distribution of electric services throughout Easton Utilities' 54-square mile service territory. Prior to joining Easton Utilities he held technical and managerial positions with Fortune 500 and privately owned companies. He has 20 years experience in energy, power, controls and automation. Mr. Boughner earned a BS in Electrical Engineering from Rochester Institute of Technology and is a member of several national technical organizations.

James P. Crowley
Gas Department Manager
With more than 15 years experience in the natural gas industry, Jim Crowley oversees all aspects of the distribution of natural gas service throughout the Easton Utilities service area. He has a BS in Engineering from Massachusetts Maritime Academy and, before joining Easton Utilities, worked for a municipal gas utility in Pennsylvania.
William D. Russell
Cable & Communications Department Manager
Bill Russell has been with the Cable & Communications Department since the service was launched in 1984. In 1989 he was promoted department manager and has been responsible for the day-to-day operations of the Cable Television and Internet services since. Mr. Russell received extensive training in RF and microwave communications in the U.S. Coast Guard and then through TESST College of Technology in Beltsville, Md. where he studied digital electronics, antenna systems and communications.
Talbot Bone
Engineering Department Manager
Water & Wastewater Department Manager
Talbot Bone oversees planning, design, permitting, construction, inspection and project management for Easton Utilities projects and manages plan review, approval, coordination and field inspection for all private and public sector utility related construction and development activity in Easton. In addition, Mr. Bone oversees both the water and wastewater operations for Easton Utilities including its Enhanced Nutrient Removal Wastewater Treatment Facility that is currently under construction. Mr. Bone has over 20 years experience in facility planning, design, and construction. He is a graduate of North Carolina State University with a BS in Civil Engineering, received a Masters of Science in Engineering from the University of Texas at Austin, and attended the Katz Graduate School of Business at the University of Pittsburgh.
Frederick C. Christie
Manager of Information Technology
As Manager of Information Technology, Mr. Christie leads the development of information systems infrastructure and communications technology to support current operations and future needs. A hands-on IT professional with 20 years experience across a wide range of IT functions, Mr. Christie also has the considerable managerial skills necessary to deploy the rapidly-evolving information technology Easton Utilities uses to conduct operations and serve our customers. Mr. Christie's background includes serving as Chief Information Officer for an international manufacturing company and a member of its management team. He earned both a BS in Mathematics and a BS in Computer Science from Villanova University, an MS in Computer Science from Johns Hopkins University and an MBA from Loyola College.
Vicki L. Petro, PHR
Director of Human Resources
With more than 15 years of experience in Human Resources, Vicki Petro is responsible for benefits and compensation, training and development, employee relations, performance appraisal and management practices and policies, recruitment and staffing, and human resource law. Ms. Petro has a BA from Washington State University, a Professional Human Resource Certificate from the National Society of Human Resource Management and a Human Resource Management Certification through Cornell University’s School of Industrial and Labor Relations. Ms. Petro is an alumna of The Shore Leadership Class of 2004.
Theodore L. Book
Director of Cable & Communications
As Director of Cable & Communications, Ted Book is responsible for the technical operations of the Easton Cable and EastonOnline divisions of Easton Utilities. Mr. Book has been with Easton Utilities since 1997 and has managed the Internet division since its inception in 1998. Mr. Book has more than 15 years experience in information technology and holds a BS in Computer Science from Lynchburg College and an MBA from the University of Maryland.
